We have in our office some Axis M1054 security Camera's that support H.264 Video streams. What I would like to do is create an IP phone service on our video phones (8941/45, 9951 & 9971) so that users in the org can select the service, and view the camera feeds. Any help would be appreciated!

Creating IP phone services is not at easy task, as it requires professional programming skills.
Your best choice is to engage a partner that develops ready solutions, or be prepared to read a lot, spend much time, and discuss on forums like developer.cisco.com.

Is there still no easy way to do this? Or at least some guide on the internet to walk us through the steps?

There is an example for the XML.

Don't know if that works of how much work it is to get it working.
