Try first debug ntp packet and see

Not clear on what your question is, it looks like your "just" posting the output from a system. The output as such is IMHO pretty straightforward, it basically says that the device cannot reach the NTP system. Have you verified that it has connectivity to the set NTP system?

What NTP server are you trying to use? Is it on your network or public? If public are you sure you are allowing the traffic on your firewall(s)?
