Hello,
We have a remote office at Argentina and we plan to migrate this office's voice system to our centralized IPT. The Callmanager cluster is in New York.
Are there any concerns with call setup and tear down over the WAN, consider that the round trip response time could be over 100ms or around 200ms.
What is the PRI specifications in Argentia? Anyone has similar experiences? Any input or feedback will be appreciated.

Until recently, Argentina did not have ISDN PRI, but only E1 R2, So check again with telco.
In any case the best setup is a local CME, not phones and CM in diffrent continents.

Hello,
Regarding PSTN connection ask their telco. In case when UCM doesn't support that signalling (R2) you can handle it on the gateway and configure H.323 or SIP trunk to UCM.
Packets delay is not very important, you should just check that jiter doesn't exceed dejitter buffer size on your devices. In practice I operate several sites with satellite connection and rtt over 800 ms without any problems.
