There will always be some delay in the active speaker tracking as the codec tries not to physically move the cameras too often (as this can be quite disconcerting to some users). The "tracking" feature is performed using the microphones in the SpeakerTrack camera, so changing the HDMI cables wouldn't make any difference, as they're just there to send the video to the codec.
