The current 2015 API documentation instructs you how to use startup scripts, but it requires root account access. The root account has been decommissioned in the TC builds.
Am I missing something obvious, but how do you use root, when its been disabled, to create the script?

Follow-up question, is there still no way to set default call rate? Start-up script runs before CUCM registration, and CUCM reverts back to 6000kbps :(

Hi Aaron,
which version of CUCM are you running and which Device Packages do you have installed? Are your endpoints automatically called by a MCU?
Today there is no possibility to set the default call rate via CUCM, but you could set the parameters for:
Max Total Upstream Rate
Max Total Downstream Rate
In addition you could limied with the Locations and Regions settings of the CUCM the maximum allowed call rate per video call. Depending on your overall solution you maybe to find some "creative" solutions
