The short answer is No.
The longer answer is Yes, but you will likely need to purchase additional hardware to be able to do so. You'd need to be able to take the video output of the camera in to your PC with some sort of video capture device (and additional hardware and software if you wanted the PTZ control as well), then, if you needed audio too, that adds more components and complexity.
So it may not be worthwhile as a new webcam would likely be a cheaper option.
Note: the old hardware would have no support on it either - so if you encountered issues, you'd be on your own, so this would not be at all recommended for a production environment.
