Can I use TCP 5060 for SIP trunk between Conductor and CUCM instead of TLS 5061 (encrypted)?

Yes, you can use TCP instead of TLS. Just for reference, take a look at the page 8 of this document:

Thanks for your response.
I reviewed the document, and it says that use TLS for CUCM version 9 and later. Under page 42 on same document you provided - On "Creating a rendezvous Location".
We are using CUCM 10.0 and XC2.3 for the Conductor. Is there any problem when we push TCP for SIP trunk between these two?

I have a Condcutor 3.0 working with CallManager 10.5 using TCP for the SIP Trunk. I can say that it works just fine. However, this is a temporary solution until we get security certificates for our Conductor and CUCM.
I strongly suggest you to use exactly what the documentation suggests. As you have CUCM 10, I would advice you to use TLS.
