Telnet in Cisco Codec Plus

Can someone tell me where I can enable telnet in the web GUI of a Cisco Codec Plus?

AFAIK telnet is not supported on any Cisco video conference equipment, at least not on any current models.

Telnet was only available on older devices (SX, MX, DX, EX, etc) in the old CE9 and earlier software releases (you could enable it via the web interface UI page under Settings > NetworkServices ).  It is recommended that you use either SSH or WebSockets for modern endpoints as they are much more secure than Telnet.
