Is there a way to mass change the default time in TMS Smart Scheduler or does it have to be done individually by the users? IE; the date format everyone has in their accounts settings.

I don't think it's possible, at least I haven't found a way to do so, and it's not docuemented as something that can be done. Probably best to reach out to your Cisco Account Manager, and see if they could submit a feature request to allow greater admin control of user's accounts.

This is not possible yet. There is already a feature request opened for this issue. Probably you can open a TAC SR and check with them regarding the progress on that.
