We are in the process of upgrading our video infrastructure.
We have a vcs-c running 6.1 and our express just failed we rma'd
and now have replacement running 8.1. we are using 6.1 TMS
We will be ordering a new mcu so would like to keep current
6.1 structure until mcu upgrade then do tms, vcs-e and c all at the
same time.
What is the best way to downgrade our new vcs to 6.1

You could downgrade to X6 software just as you would an upgrade, however all the software versions you mention, with the exception of the new VCS you received are not supported any more. I highly recommend you upgrade everything to the current release now, and then you can add your newly purchased MCU knowing you won't have any issues with the older software.
If you use your TMS and VCS to provision endpoints, you'll need to also migrate to TMSPE, take note of the upgrade steps outlined in the TMS Release Notes as well as the VCS Release Notes. Also, take note of any other limitations and important notes within the upgrade section of the TMS Install and Upgrade Guide.
