Cisco CUCME 8.0 dial peer not working

I have a couple of phones connected to this CUCME 2811 router. They can easily dial between each other (1000 - 1001, 1001 to 1000) but when I try and dial the SIP server (An Asterisks box sitting on the internet) dial peer (7001) I get the error message "Number doesn't exist". Same as if I dial a 9 or an 8 first.

Here is my dial peer config:

dial-peer voice 1 voip
 destination-pattern 7...
 session target ipv4:107.155.1.2

Here is my ephone config:

ephone-dn  1
 number 1000 secondary 7002
 label Thomas
 description Thomas

ephone-dn  3
 number 1001
 label Receptionist
 description Receptionist

ephone  1
 mac-address 0017.E0B2.79DC

ephone  2
 mac-address 0017.E0B2.79AB
 button  1:3

Here is my telephony-service config:

telephony-service
 max-ephones 24
 max-dn 48
 ip source-address 10.2.1.1 port 2000
 max-conferences 8 gain -6
web admin system name admin secret 5 $nope
 dn-webedit
 transfer-system full-consult
 create cnf-files version-stamp Jan 01 2002 00:00:00

The big thing I see is your dial-peer isn't complete:

dial-peer voice 1voip
 destination-pattern 7....
 session protocol sipv2
 session target ipv4:107.155.1.2
 dtmf-relay rtp-nte
 codec g711ulaw
