Cisco CUCME 8.0 dial peer not working

I have a couple of phones connected to this CUCME 2811 router. They can easily dial between each other (1000 - 1001, 1001 to 1000) but when I try and dial the SIP server (An Asterisks box sitting on the internet) dial peer (7001) I get the error message "Number doesn't exist". Same as if I dial a 9 or an 8 first. 

 

Here is my dial peer config:

dial-peer voice 1 voip
 destination-pattern 7...
 session target ipv4:107.155.1.2
 

Here is my ephone config:

The big thing I see is your dial-peer isn't complete:

dial-peer voice 1voip
 destination-pattern 7....
 session protocol sipv2
 session target ipv4:107.155.1.2
 dtmf-relay rtp-nte
 codec g711ulaw
