My guess is the lack of responses here is due to this combination being fairly rare. That said, I'm sure it should work if everything is configured properly. Is there a firewall in the mix perhaps causing you problems? Looking at TC7.3.5 release notes Cisco does do interop testing with the Scopia Elite - you can see a note about BFCP not working (not an issue with H.323), so it is tested.
