In a scenario where a client is migrating from Polycom to Cisco, is it possible for Cisco endpoints registered to VCS-Control to obtain a global address book from Polycom CMA?

I have done this before with RPXs.
If you can get a CSV or TXT file, you can massage that into TMS with a small amount of effort.
