In the data sheet that you have mentioned above, I can find that CUVA supports the H.264 Codec.
Does this mean that CUVA does not support H.264-SVC?
In my tests, I have not detect any packet loss even if the video quality is degrading mid-call.
I have the feeling that the codec uses scalable video coding because if there is not enough bandwith, it degrades the quality of video and need less bitrate to transport the video data over the IP-Network.
