Expressway B2B without MRA

Is it possible to setup B2B calling through an expressway C and E without setting up MRA?  Obviously the traversal zone can be setup, but I don't think you get the option to add a local domain until MRA is enabled. 

Basically they want B2B calling now, and will possibly add MRA later once company policies can be worked out.

You can pretty much do that. There is no such requirement that you must add a domain for enabling B2B calls. 

Just setup a normal Traversal client (Exp-C) and Traversal server (Exp-E) and then create necessary rules and transforms (if required) pointing to the relevant zones.
