The current proxy in the Multimedia Conference Manager (MCM) will route all traffic through the proxy (control and media) if the gatekeeper is configure to use the proxy. There is no way to have the proxy service only control traffic at this time. When the next generation Proxy (IP-IP Gateway) is released later this year you will be able to configure it to route control traffic only.
The MCM proxy is designed to perform the function of RTP/RTCP proxy. Signaling itself can be routed through the gatekeeper, it is not a proxy's function. H.323 gatekeeper is normally able to route just the Q.931 channel, or both Q.931 (signaling) and H.245 (call control). If this is the feature you want, you don't need a proxy.
