How to add release key to SX20 TC7.1.0

After upgrading SX20 to TC7.1.0.48db3d2 got diagnostic error:

CRITICAL: Valid Release Key

Missing release key for undefined. The system will not be able to make any calls. Please add a valid release key.

But in Maintains -> Software Upgrade I could only add Option key, NOT the release key

How I could add *Release* key?

Make sure you haven't upgraded to a non encrypted version (ex: s52011tcnc7_3_9.pkg) from an encrypted one this could cause problem in the release key.
