In a Conductor cluster, all cluster peers are masters, there is no configuration master like the VCS/Expressways Series where configuration changes must be made on the master peer only. With that said, it shouldn't matter which one you reboot first, just plan it accordingly so that you don't drop any calls or conferences going through the specific peer you want to reboot.
