Maintenance Mode on VCS

All,

Has anyone else noticed that when you put the master VCS into maintenance mode that Jabber Federation stops working, even though there are other peers?

We have seen this twice now, on different versions of software.  As soon as we take the master VCS out of maintenance mode, Jabber federation starts working again.

Is this by design or a bug?

Sounds very much like a bug.  There are a few others logged about VCS or Expressway products continuing to work (when they shouldn't) or not working (when they should) relating to Maintenance Mode that can be found using the Bug Search Tool.   I'd suggest (if you haven't done so already) that you get the TAC and the BU involved.
