If the camera is being controlled by an external controller, then you would likely need to change the command that it is issuing to the codec/camera.
When issuing an xCommand Camera Ramp command via the API, you can specify the PanSpeed, TiltSpeed and ZoomSpeed.
If you're just triggering Presets, then the camera should just jump from one to the other and the "speed" it changes cannot be altered - it just happens. As the camera has a 4K sensor, it's capturing the whole scene, the view you are seeing is a digital crop of this, so there is no "movement" between.
