Both yes and no.
From my understanding are you not able to make the TCS to join the CTMS 1.9 meeting natively. You would have to have a VCS for interoperability.
This is partially documented at http://www.cisco.com/en/US/partner/docs/video/mxe/5000/sw/1_0/deployment/guide/intro.html#wp1065810 , where there are environments tested with MXEs and TCSes.

Unfortunately that is all the documentation I could find on interoperability between these two devices.
So you would have test this yourself, as it is not supported officially by Cisco
