Telepresence Endpoints Phonebook without TMS?

I have a couple dozen stand alone conference units (SX10/20, RoomKit etc).  Currently, I have an HTML file that I import as the Favorites for the contact list.  As we keep adding units, it is getting time consuming to update all the Favorites each time we add a unit.

I know you can use TMS for this, but is there any other way to have a centralized phonebook for the endpoints to use for the directory?

I do have a TMS server that was never rolled into production but do not have licenses to enroll all my VC units into TMS.  Can I still point the devices to the TMS for phonebook without having them register with TMS?

1. Without licenses, tms are useless...

Means you can import phonebook in only those endpoint which is added on tms.

2. You can do manually by using xml file, no other options are available.
