Short answer is: Conductor is used to manage Telepresence server and MCU. The conductor will do resource pooling, conference failover amongst other things. It also helps with Optimized conferencing. The Telepresence server and MCU have different functionalities but fundamentally they are conference bridges. Why would you have Telepresence server and MCU depends on what the customer was looking to do and will be difficult to comment on.

Good answer by George (+ points for that).
For the difference between a TelePresence Server and a MCU, have a look at this other thread: https://supportforums.cisco.com/discussion/12209476/what-difference-between-mcu-cisco-telepresence-server
