Dears,

We will be upgrading our Telepresence Conductor from version 4.2 to version 4.3.6 and our Telepresence Server from 4.3 to 4.4.

Could you please advise which server needs to be upgraded first and how to get a new Release Key for the Telepresence Conductor.

You will not need a new release key for either, if they ask for a release key during the upgrade, just copy and paste the existing one. It does not matter which you upgrade first, they are not software dependent to each other.

On the Conductor, the "current" release key should be on the upgrade page.

Downgrading is the same as upgrading - you're just installing "new" software. Whether you are going to a newer or older version doesn't change the process.
