TMS Scheduler Chooses Multisite over MCU-How to fix?

When users book video calls using TMS Scheduler on TMSPE 14.2, the scheduler picks multisite, if available over the MCU. How can I have TMS route the calls over MCU when its more then 2 and not over multisite?
