Is it possible to upgrade Tandberg MXP from F7 version to F9 if release key invalid or I can only upgrade to versions that were released during the release key period? This equipment are EOL.

You need a release key to upgrade from one major version to another (F7.x to F9.x).

You don't need a release key if you are upgrading a minor release (ie F7.1 to F7.2).

Those devices are completely past their End of Support date now, so there is likely not a lot of assistance you will be able to get for them, especially in regard to release keys.  You could try your local Cisco Account Manager to see if they are able to help - referencing one of the Security Advisories (such as this one) might help.
