VCS-Control - Latch Media for calls to Neighbor Zone

I have a Enterprise Network Built over MPLS.

 

Have Endpoints in Site 1.

VCS-Control in SIte 2

MCU in Site 3.

There is no Routing Enabled between Site 1 and Site 3.

MCU is neighbored to VCS-Control (Neighbor Zone). When endpoints dials MCU, the media flow fails since media cannot flow directly between Endpoint and MCU.

 

Is there a way i can Latch the media of this call to the VCS.

Tweaking the Encryption or Making the call to Interwork helps here. But i am not able to ensure this, since i have a mix of endpoints that support encryption and not.
