Alex,
SIP trunk from vcs to cucm doesn't register, it just goes active. I suggest you delete the trunk and re-create it. You do not need to adjust any timers. Is there any firewall between the two devices? If there is none, then you might want to first of all delete the neighbour zone on vcs and recreate it. Also delete the sip trunk from cucm to vcs and re create it.
