How can I configure VCS to allow SIP calls from Internet to Movi users that are registered to a VCS?
I set up a SRV record pointing to the VCS, but it seems some security rules preventing the call.
That should work quite out of the box in a standard VCS-E/VCS-C deployment.
Recheck the DNS settings, zones, transforms / search rules and other settings and check on the call/search
history and other logs if you can see more.

Like Do other external calls in/outbound work, as you explicit mention movi, where are the movi users registered vcs-e/-c
is the domain set on both, is the traversal zone active or does it show errors, what are your search rules, dns settings, and so on
If its a critical issue, open a case towards TAC.
