Video Conference Elements

please to tell me what is the suitable solution as price wise and cost wise solution for building video conference solution from the scratch for 13 branch(each branch has 5 users) and their HQ the conference will be between branches theirselves and the with the HQ(has 50 users).

please to advice with the elements required.

In same position however, found that the telepresence is cost prohibitive and have another thread titled "Polycom Video and Cisco Collaboration".

Can you provide any experienced based recommendations as well?
