xcommand bookings put - Device not entitled

Hello!

We have a programmer buildning a touch interface for a control system ( Normaly we try to use touch 10 panels - but this control room needs too much custom interaction for touch 10 to be functional).

Any how. One thing we require is OBTP functionality for future use. When i try to create a payload for testing the programers work, either useing http /putxml or local xcommand i get the error

" <BookingsPutResult status="Error">
<Reason>Device not entitled</Reason>
</BookingsPutResult>".

The API documentation says
"This command applies to devices that are either registered to the Webex cloud service or
registered to an on-premises service and linked to Webex Edge for Devices."

Does this mean there is no way for us too test the OBTP functionality without haveing the system connected to Webex? ( which is not a option for us)
