applying translate rule to cisco SIProuter voice port. not working

Dear associates,

I'm trying to allow some voice ports on cisco SIP VG224 to call for outside by creating translation rule and dial-peer designating the call to CUCM using sip trunk. Its not succeed to apply the translation rule on voice port. and it works when applying it inside the dial peer which leads to allow all ports to make use of translation and thus allowing them to call for outside. below attachmens for the config.s.
