Can't Seem to Call Forward to Another VoiP Phone

I am trying to call forward a Cisco VoiP phone to another type of VoiP phone.  I can forward the number without any issues, the problem is that I can see the phone number that is being called from the VoiP phone but when I call that exact number, it goes directly to the Cisco phone directly.  Also, when I call the Cisco phone extension internally, it does ring to the other VoiP phone.  I have added the new phone number on the Forward All, Forward No Answer External and Forward Unregistered External sections.  The Calling Search Space are css_unrestricted the same as the above mentioned.

Maybe it’s just me, but I don’t fully understand the issue that you outlined. To me it sounds like you’re describing the exact outcome of how a CFA is expected to work, but obviously that should not be what you see happen as then you wouldn’t ask for help here. Could you please explain it a little better/clearer?

I have attached a diagram that will hopefully explain my issue.  The main obstacle is that when an outside line calls the Cisco phone is doesn't forward that call to the VoiP phone like is should.

 

Not super clear still as you’re using acronyms that is not present in your picture and it would be clearer if you outlined the chain of events with numbers. That said this sounds like a possible database replication problem. Have you checked that database replication is in an operational state?

I created another diagram that may better illustrate what I'm trying to accomplish.  I just listed everthing literal to make it understandable.  I will try looking into the database replicatiion as suggested also.
