Currently we setup the Cisco router 2951 with CCME.html, but possible we setup a feature like UC, have GUI and so on? Or this is the CCME feature can support for Cisco 2951 router? Sorry newbie here, thank you

A Cisco router can run Communication Manage Express. If you’re asking about Communication Manager, which is a completely different product, it can’t run on a router. It’s a Linux based system that runs on virtual servers in ESXi.

CME, or Cisco Call Manager Express, is a small UC platform designed for small setups and runs on a router. Since you have uploaded the CME files and can access the CME web page from the screenshot you shared, you can configure SCCP model phones there. As far as I know, SIP phones are not supported through the GUI and must be configured via the CLI.
The number of phones supported depends on the router model, and the CME version is also based on the router’s IOS.
CUCM, on the other hand, is an application with more capabilities and requires a server to run on top of VMware.
If you’re setting this up for learning purposes, this setup might not be very helpful. I would recommend joining a training institute where they have setups for both CME and CUCM so you can explore most options.
Another option is Dcloud. If you want hands-on experience with CUCM, you can try this if you have a Cisco login (though I’m not sure if this requires partner or customer privileges).

Can Cisco CP-7841 connect to Cisco router 2951? i try to bump in the firmware but seen like not working.

The max version of CME that you router supports is 12.0 as seen here Unified SRST/E-SRST 12.0 Supported Firmware, Platforms, Memory, and Voice Products and it supports that model of a phone. It might have come earlier, I don't know and finding details on older versions of CME isn't all that easy, so I haven't looked further.

If I remember correctly, support for the 78XX series was introduced with CME 10.5. You need to check the version of the router IOS you are running. The show telephony-service
command will display your CME version. If you are below version 10.5, and if you are on version 10, you can register the phones in Fast Track mode.
You can verify this yourself by configuring a voice register pool and specifying the type as 7841. If supported, it will be listed.
its recommended you Upgrade the IOS to the latest version. As @Roger Kallberg mentioned, you can only upgrade to CME 12.0, which is available with IOS version 15.7.3.
