Cisco Cius Fails to register

So I configured cisco cius in call manger:

- with ethernet mac

- cius sip profile

- no secure default

- assigned to userid

- assigned to mobility id

- assigned to line which is assigned to same user id

- in user setup assigned cius as controlled device

when cius connects to network over wifi it comes with error:

Telephony service is unavailable

when I access web ui interface for cius i can see that:

- it downloaded configuration and has DN assigned and all call mangers

- status messages say:

10/29/2011 03:09:14 TFTP_General

10/29/2011 03:09:45 Tablet undocked

10/29/2011 03:10:41 HTTP No Error: SEP44D3CA741924.cnf.xml

10/29/2011 03:11:35 HTTP No Error: SEP44D3CA741924.cnf.xml

10/29/2011 03:14:16 HTTP No Error: SEP44D3CA741924.cnf.xml

10/29/2011 03:17:19 HTTP No Error: SEP44D3CA741924.cnf.xml

- debug display says:

<String  name="LastProtocolEventSent"></String> <String name="LastProtocolEventReceived">Rcvd:SIP/2.0 404 Not   Cseq:101 REGISTER  CallId:44d3ca74-19240003-4803df40-710af313@10.100.88.247</String> </ParameterList>

THIS IS PROBABLY THE KEY WHY IT IS NOT WORKING? 404

- in the sys log response from call manager:

It turns out this is some call manager issue and becasue the cius is not natively supported on 8.5.1 and device pack must be installed the ccm must be restarted, although the give does not call for it.
