Cisco ISR 4451 Voice Gateway Upgrade Path

I would appreciate it if anyone could inform me about a direct upgrade path for the ISR 4451 IOS from version 16.9.4 to 17.12.4.

You can go direct but take care about the Rommon version. Upgrade the ROMmon first.

You can upgrade the IOS version directly from 16.9.4 to 17.12.4.

As others have pointed out there is no specific path of upgrading a router. You can jump directly from your current version to the new one. What is import is to check the rommon version prior to the upgrade as M02@rt37 pointed out.
