Clear channel to place emergency call CUCM and CUBE

Hi All the Gurus out there.

Scenario: I have 40 SIP session "Channels" from my ITSP into my SBC going to my CUCM 14. 

One day I am running at full capacity within and outbound calls utilizing all 40 channels between SBC and ITSP.

Suddenly an emergency arises, and I need to dial 911/111 for example, but I have no available sessions/channels to use.

I know MLPP can prioritize calls between phones on the same CUCM and to the SBC but is there any script or algorithm or configuration that can be setup/used on the CUCM 14 or Cisco CUBE to identify it is an emergency number that has been dialed and clear out a random call, "maybe the shortest connected call or maybe the longest connected call" to release a session for the emergency call to be placed?
