we have a cisco ISR 4331 with unified communication license
but we do not have CME-UL license , the phones registered to cme but after 2 months i think ; the phones stopped registering;
i dont know if the problem is the cme-ul licenses or something else.

If you are on a versions less than Cisco IOS XE 16.10.1a it should work on RTU license. Smart licensing has been made mandatory wit Cisco IOS XE 16.10.1a and you need licenses on smart account to use phone with CME.

i mean can we register the phones to cme and use them without cme-ul

That’s what @Nithin Eluvathingal wrote “If you are on a versions less than Cisco IOS XE 16.10.1a it should work on RTU license.”. RTU means Right To Use. That’s a trust based license, ie there is no actual license to install.
