Hi,
We are having call manager cluster, Publisher & Subscriber in DC and Subscriber in DR
Whenever operations are running from the DR site, we will not have modification permission in the DR call manager since DR subscriber have only read permission. How we can overcome modification issue from DR or is there any work around. Please note that DC call manager (Publisher) is not accessible during the time.

With Publisher down, you can have only limited configuration changes possible on subscriber. its normal.
Check your Cluster DB status, and make sure its synced.

I understood cluster architecture but requirement is addition and modification IP phone during the DR time.
Suppose DC is not accessible more than two week and modification IP phone if necessary from the management.

If your pub is not reachable, you can only make limited changes.

When the pub is not available the DB replication would not be in an operational state.
As @Nithin Eluvathingal answered two time already, when the only CM node that is available is the DR one you can not do most configuration changes. This is by design and not something that you can do anything about.

I understood cisco architecture. Actually we had a plan DC maintenance for two weeks and Pub will not be reachable during the time. All operations include IPT has to be run from the DR . we may get phone addition / modification changes frequently so we will be in stuck and need to be convinced management for the IPT limitation.

You better try to make them understand the architecture, how pub and sub works.

If you need to have the primary DC in an in operational state for an extended period and you want to be able to do administrative changes you could consider to move it to your backup location and go through the process to change the IP address on it. Obviously you would need to repeat the same process once again when your primary DC is in working state again.
