Need some assistance or input on this issue:
The client from PSTN successfully connects and talks with agent, but when the call is placed on hold, the client does not hear MoH
Call flow>
PSTN>GW>CUSP>CUCM1>Route Point>SIP TRUNK>CUCM2 (MTP PROXY)> Route Point>SIP TRUNK (MTP is Enabled)>CUCM3>AGENT PHONE
After agent place call to hold, no MOH sound is present

Why do you need a CUSP between the GW and the CUCM? What's the use case for this?
And why is your whole setup so complicated?
Why do you have 3 standalone CUCM's there? I just guessed they are standalone, because you have SIP Trunks between them.
And why do you need Route Points to route calls between the CUCMs?
And what's a "MTP Proxy"?

All good questions, but it may be the environment was inherited (if they are using a CUSP it is not a recent deployment). I agree that some simplification would be a good idea, but we have no idea what is behind their design choices.

That is a very complex setup. Have you traced a call from end-to-end to see where MoH is being offered and where that offer breaks down along the call path? If not, please do so. If you need help parsing what you find post the files here and we can help.
(And please post trace and log files as attachments to your post rather than pasting output into the post itself. It makes things much easier to read!)
