CUCM v12.5 Insufficient Licenses

Currently on a Collaboration Flex EA Plan for 450 users (540 w/ 20% growth included) for on-prem calling (CUCM v12.5.) Our Enhanced Plus licenses are showing as insifficient however it appears there are still more licenses they can be borrowing from the CUWL License tier that comes with the Flex Plan. Are there steps I can take to remediate without needing to open a tac case?

Take another good look at your numbers, licenses used in each tier and how many you borrowed from CUWL to lower tiers.
