CUIC 11.6 Scheduled Report will not save due to filter error

I have a report in CUIC that runs, with no issues.  No filters used in the report generation.   However, when i try to schedule the report, i get an error  message stating that the filter must be set.  With the box checked or unchecked i still get the error and a message stating "Please correct the validation errors for the following fields and try again: Set Filter"

How do I get around this if the report doesnt even have filters in it?
