It's a feature that DnD status is synchronized between Lync and Cisco Telephony.

Do not disturb
You can set the do-not-disturb feature through MOC or through your IP phone.
My customer would however like to be able to "de-couple" DND Status between Microsoft and Cisco side (i.e. Lync is DND, while IP Phone is not). Is this feasible?

I don't think so, I think if CUCI-Lync is running it will subscribe to the Lync presence status including DND and use it.
