Customer is requesting the following call manager configuration:
1. Local 911 call routing
2. Someway to do a three way group bridge that is initiated by the call to the 911 line. Expected behavior is this: Party A calls 911, parties B,C,D all receive a call on their phones. Party B,C,D phones do not stop ringing until they have each individually picked up and joined the line.
3. There does exist Cisco Emergency Responder which seems interesting, I am mot sure how much it cost or if it includes the capabilities I described in number 1 and 2.

Based on expected behaviour, it can be a achieved by hunt group.

Just to clarify the requirements, it sounds like you wants is a call to 911 to initiate a conference with five participants - the original caller (Party A), the 911 service and these additional phones parties B C and D. Is that correct? Or do you want B, C and D to listen but not participate?

You can configure your call routing as you wish, but there is no way to do the 2nd requirement with CUCM, nor it has a way to keep ringing a phone indefinitely.
