Emergency Respondner ELIN Question

We are getting ready to deploy CER in a very large organization and they would like to be able to report down to the cubicle level.  This is going to require several ERLs the way I see it and from what I'm reading, you need at least 1 ELIN per ERL.  Is there a way around the ELIN requirement?  Everyone has thier own DID so we don't really need the ELIN callback feature.

If everyone has their own DID you can use the "use calling party's external phone number mask" on the route pattern to 911, however you won't be able to use the CER ALI tool for location/cube information since CER won't have that many ERL's.
