Federating IP&P clusters

I have a client with two CUCM and IM&P deployments and they would like to be able to have them federated.  I've set up ILS and SIP federation, but I'm not getting anywhere.  What am I missing?  Has anyone else done this?

Are they on different domains?

Or in the same domain?

What documentation are you following for this?
