Fixing a National Dial Plan

I downloaded dial plan for Brazil and it hasn't been updated since 2015.  Things have changed since then and it doesn't really work.  Mobile phone numbers got an extra digit, carrier-select codes are optional.  How do these get fixed/updated?

Organizations rarely use the dial plans of old in my experience.  The more common way is outlined below with E164 and such to cover dial habits no matter where you are and simplify the dial plan.
