I am in the middle of moving Unity users to another Unity server, my process is this...

Use GSM on the source server, then Cobras on the destination server. However GSM will not let me move only delete and the Cobras backup does not contain these users for some reason. The Internet Subscribers, these accounts do not have email accounts.

Is there ny other way of moving them without having to recreate them?

GSM doesn't move internet subscribers.

You might try using Tools Depot > Administratrion Tools > Subscriber Information Dump to export them to a .csv file and import.
