I am trying to import Access Point BSSIDs as Infrastructure Devices into Call Manager and getting an error.
The error says "Another Infrastructure Device with same BSSID already exists."
But the BSSIDs are different.
I've seen notes where a BSSID gets normalized so 1 BSSID can cover all BSSIDs for an AP.
This is done by setting the least significant octet to 0.
I am using Meraki Access Points, and they do not follow that convention.
Here are two BSSIDs I am trying to import.
f8:9e:28:74:eb:e0
fe:9e:28:74:eb:e0
The BSSIDs are for one Access Point - SSID1 and SSID2
Call Manager says they are duplicates.
But the first octets (most significant) are different.

It is definitely related to the least significant digit.
I changed the 2nd BSSID to
fe:9e:28:74:eb:e1
And it lets me import.
Except that is not the correct BSSID.
Does this not work for Meraki Access Points ?
